Position Summary

At a general level, the position summary section of a job announcement describes the purpose of the analyst position as well as the role the analyst will play in the organization.  Below are samples of summary descriptions for the various types of analysis positions.   • The Crime Analyst’s role is to provide timely and relevant information on crime patterns and trends and to assist operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities.  This will aid in the investigative process and provide timely information, which increases the apprehension of offenders and the clearance of cases.
  • This Crime Analyst position is responsible for research and analysis of law enforcement data; identification and interpretation of criminal activity, patterns, and trends; and forecasting trends to aid in staffing and deployment of police personnel.
  • This position is part of the Crime Analysis Unit comprised of analysts that specialize in crime trends and patterns, surveys, statistical analysis, data integrity and reporting statistics to the police, public, government agencies and other institutions. This position is responsible for coordinating and supporting the statistical process that addresses complex tactical and strategic crime analysis.
  • This leader must be equally effective in communicating with senior police command internally and externally, and with senior information technology leadership. Must have excellent ability to present and defend innovative projects and ideas in both formal and informal settings to subordinates and superiors. Must have practical and intellectual knowledge of movements in modern policing and a firm grasp of what works and what doesn't when it comes to reducing crime and improving public safety. 
  • The analyst will primarily support the overall department mission to provide a safe and secure environment for students, faculty, administration and staff.  The analyst will be responsible for the collection, evaluation and analysis of security related data. Responsibilities include tactical, strategic, and administrative security analysis in support of the Police Department.
  • The Crime Analyst is responsible for the analysis of complex law enforcement data. The Crime Analyst is also responsible for the identification and interpretation of current and anticipated criminal activity, patterns, and trends.
  • This position is responsible for applying principles of intelligence analysis to interpret information regarding its impact on the criminal investigative process. This is a highly responsible position requiring significant ability to work with a variety of sources, transfer this information into computerized form, manipulate and analyze the information then report on the results of the analysis. The information is used to predict future criminal activity.
  • This Crime Analyst’s primary responsibilities rely heavily on research and analysis of criminal data for problem solving.  These responsibilities are done through review of police reports and other law enforcement data from both the department and outside agencies, the implementation and maintenance of various databases to store this information, and maintaining partnerships with department personnel and outside agencies for information sharing to impact criminal activity.
  • The Criminal Intelligence Analyst will conduct all source research and perform analysis of criminal information received by Investigation Units within the Police Department relating to criminal activities and relationships. Work involves extensive reading, report writing, data analyses and development of hypothetical links between criminals and crime groups. Reports and charts are developed and written to be used as background information for planning future enforcement or other legal action.
  • Perform a full range of duties as assigned including all facets of crime analysis functions (strategic, administrative, and tactical); conducting comprehensive research projects; and supervising the tactical crime analysis function.
  • This position requires an individual with a superior vision for law enforcement analysis and the skills to lead the agency toward that vision. The Head of Analysis provides creative vision and leadership for law enforcement analysis, inclusive of intelligence and crime analysis, for the agency both internally and in partnerships with external agencies and groups.  The mission is to sustain and continuously improve and broaden the effectiveness of analysis in support of an Intelligence-Led Policing model among the analysts and the agency as a whole.
  • This position oversees the Crime Analysis Unit which includes a staff of analysts, technicians, analysis supervisors, and an analysis manager. The position is also integral to regional and state fusion efforts as the agency’s lead representative.

Qualifications (Knowledge, Skills & Abilities)

The following sample qualifications are either necessary or desired for the analyst position.  These Knowledge, Skills, and Abilities (KSAs) are what a highly qualified candidate is expected to possess.  Elements listed below may fit multiple analysis types.

  • Experience in data analysis, research methods, theory, and statistics, preferably in a law enforcement capacity.  Ability to conduct complex statistical and analytical studies.
  • Comprehensive knowledge of the principles, concepts, methods and techniques of crime analysis.
  • Knowledge of law enforcement operations and procedures.
  • Good knowledge of principles and practices of public administration and knowledge of municipal government programs and services.
  • Law enforcement experience involving police, crime and data, and experience communicating information with Command Staff in a Paramilitary organization.
  • Ability to collect, conceptualize, analyze, interpret and prepare police data, and to utilize this data to evaluate police deployment, responses and problem solving efforts.
  • High level of proficiency with relational database and spreadsheet applications including Access and Excel.
  • Knowledge of computer data systems, statistical analysis, and mapping software programs.
  • Ability to identify and organize data for analytical purposes and present data in detailed statistical reports or other methods.
  • Working knowledge of analytical charting methods.
  • Working knowledge of major criminal case organization and filing methods.
  • Ability to present facts and render opinions to all levels of a public safety organization.
  • Ability to communicate effectively across all levels of an organization.
  • Ability to establish and maintain effective working relationships
  • Ability to work with and display sensitivity towards diverse groups of people.
  • Experience with complex problem-solving projects in a team environment.
  • Extensive knowledge of crime mapping concepts and spatial analysis techniques using ESRI products.
  • Extensive working and/or academic experience with one or more geographic information system applications; experience using ArcView GIS software and extensions; familiarity with ArcInfo.
  • Strong knowledge of statistics and reporting methods. Statistical applications such as SPSS and reporting software such as Crystal Reports are preferred.
  • Knowledge of principles of statistics and quantitative analysis, qualitative analysis, demographic and social variables affecting public safety.
  • Prefer experience with Crystal Reports, GIS, ESRI products and CPTED/POP/COP concepts.  Familiar with CAD and Records Management Systems.
  • Ability to analyze data, develop and deliver presentations, write reports, research and work independently, think objectively, have good interpersonal skills, and exhibit sound and accurate judgment.
  • Certified Crime and Intelligence Analyst is preferred.
  • Ability to develop new programs for public safety benefit.
  • Ability to effectively communicate orally and in writing ideas/concepts, findings/results, interpretations, and evaluations to both internal and external groups.
  • Ability to convey complex concepts and theories clearly and in a credible manner.
  • Ability to handle routine exposure to crime scene details involving graphic content, photographs, and evidence.
  • Sound understanding of mapping processes and demonstrated ability to operate ESRI’s Geographic Information Systems technology or another GIS software application
  • Ability to make presentations to Department members and other agencies using PowerPoint and other audio/visual aids.
  • Ability to perform quality control checks of crime data to ensure accuracy and data integrity.
  • Highly customer focused with excellent analytical and problem-solving skills.
  • Certification as a Crime Analyst, examples include IACA - Certified Law Enforcement Analyst, IALEIA - Basic Certification; California DOJ - Certified Crime & Intelligence Analyst, or equivalent certification.
  • Experience with database design and automation.  Ability to design, implement, and maintain ad hoc and specialized databases regarding specific crime categories.
  • A firm fundamental understanding of relational databases. SQL/Access experience preferred.
  • Strong experience developing relational databases and use of the Microsoft Office Products;
  • Considerable knowledge of the statistics and the ability to use statistics to draw inferences and conclusions.
  • An understanding of analytical techniques including research methods, crime theory, and process evaluation.  Real-world experience with complex problem-analysis and intelligence-analysis is preferred.
  • Skill in establishing and maintaining positive working relations with department personnel, law enforcement and the legal and criminal justice system personnel.
  • Skill in the manipulation of data and ability to analyze information into concrete conclusions and recommendations.
  • Skill to construct court exhibits and criminal intelligence charts.
  • Principles and practices of program operations, including development, planning, coordination, monitoring, evaluation and problem solving.
  • Skill in research methodology, data collection, analysis and reporting.
  • Knowledge of accepted forensic and evidentiary rules and procedures relevant to police investigations.

Education and Experience

Below are sample elements for the Education and Experience section of a job announcement.  These examples describe the education and experience that a candidate should posses to be qualified for the analyst position.  The listed elements should be reviewed to determine their applicability based on the experience level the analyst position requires.

  • Over two years of progressively responsible tactical, strategic and administrative crime analysis or applied social science research experience.
  • Requires three years of experience performing statistical analysis and research including analyzing data, developing recommendations, implementing strategies and preparing reports of findings and recommendations.
  • A Bachelors degree from an accredited college or university or two years of college and at least two years work experience in the Criminal Intelligence field.
  • Bachelor’s degree in Criminal Justice, Public Administration, Computer Science, Math or closely related field and two years of experience with police is preferred or any equivalent combination of education and experience which would provide the required knowledge, skills, and abilities.
  • Four year college degree and five years experience in crime analysis and completion of college level courses in public or business administration, statistics, computer science, or information systems; or any equivalent.
  • Combination of experience and training which provides the required knowledge, skills, and abilities.  Preferred:  Graduate level degree or course work related to criminal justice, public administration or government.
  • A minimum of four years law enforcement investigative experience and a minimum of two years experience as an Intelligence Analyst/Reports Officer in the Intelligence and Law Enforcement Community are preferred.
  • Minimum of 6 years experience with an accredited federal, state or local law enforcement agency.  A minimum of three years of the law enforcement employment must have been in an investigative (non-uniformed) position.
